## Steps

1. If `IsInAdminGroup` → bypass all further checks.
2. Else if the claim `IsWorkerConflict` and `HasLegalConflictAccess` → allow.
3. Else if the claim `IsExposure` and `HasLegalExposureAccess` → allow.
4. Else if `CheckForSecurityOverride()` succeeds → allow.
5. Otherwise set `Message = ClaimAppConstants.ERRORCONFIDENTIALCLAIM` and `m_CanViewClaim = False`.
